"Too many users have viewed or downloaded this file recently"

Nothing is wrong with the file, and nothing is wrong with your account. This is Google Drive limiting traffic to one busy file, and it's temporary.

A buyer clicks your Drive link and instead of the file, or the sign-in prompt you might expect, Google shows a page saying too many users have viewed or downloaded this file recently and the file is unavailable right now. It reads like something broke. It didn't.

Why a digital seller hits this specifically

This is the one Drive failure that a listing going well causes rather than prevents. A quiet file never gets near the threshold. A listing that sells twenty copies in an afternoon — a Pinterest pin that took off, a TikTok that mentioned your shop, a sale-priced bundle — can put more people through the same Drive link in a few hours than it saw in the previous month, and that's exactly the pattern the limit is built to catch. The buyers who hit it are the ones who just paid you.

This vs. the other Drive warningsWhat's different
"Can't scan this file for viruses"Caused by file size (over Google's 100MB scanning limit). Every download of that file sees it, good day or bad, and it has its own Download anyway button.
"Too many users have viewed or downloaded this file recently"Caused by traffic, not size. A small file can trigger it on a popular day; the same file is fine the rest of the month. The original link won't download until it clears.
"You need access" / sign-in promptCaused by a sharing setting left on Restricted. Permanent until you fix the setting yourself — the one of the three that's actually your mistake.

What to do right now, if a buyer is stuck

  1. 1

Check whether it's really this error

The wording matters. "Too many users have viewed or downloaded this file" is the traffic limit below. "Can't scan this file for viruses" is a size warning with its own Download anyway button. A sign-in prompt or a request-access screen is a sharing-setting problem. Only the first one is this page.

  2. 2

    Tell the buyer it's temporary

Google's own page says it "typically resets within 24 hours." A short reply — "Google Drive's own traffic limit, not your purchase — it clears on its own, usually within a day, sorry for the wait" — is accurate and calms the one person who messages rather than just leaving a review.

  3. 3

If they already have view access and need it now

Google's own workaround for someone who already has view access: in Drive, go to Shared with me, right-click the file and choose Make a copy, then download that copy from My Drive instead of waiting for the original to clear. It needs the buyer to be signed in to Drive, but it's Google's fix, not a guess.

  4. 4

If it keeps happening on a popular listing

Google's advice to the file's owner is the same advice sellers moving off Etsy's own upload limit are already reading elsewhere on this site: "Use Google Cloud Storage or dedicated hosting solutions for large files (such as ZIP archives, media files, or installers) rather than public Google Drive links." A link that regularly gets hundreds of downloads in a day has outgrown a public Drive share, independent of whether any single file is over the 100MB scan limit.

This sits next to the 20MB/5-file Etsy cap and Drive's own 100MB scan limit as a third, separate ceiling — the one that isn't about how big your file is at all, only about how many people opened the link in the same few hours. How to deliver digital downloads on Etsy covers the broader case for moving off a raw public Drive link once a shop is past its first few sales.
